What it involves

A landlord electrical safety certificate is an Electrical Installation Condition Report carried out on a rented property. The fixed installation, consumer unit, earthing and bonding, cabling, accessories and protective devices, is inspected and tested against BS 7671, and the result is declared satisfactory or unsatisfactory.

You receive the report with the full schedule of test results and coded observations, which is the document a letting agent, local authority or insurer will ask to see.

When you need it

Landlord safety certificates: the detail that matters

What the report covers and what the codes mean

The inspection covers the fixed installation: the consumer unit and protective devices, earthing and main protective bonding, the condition of cabling and accessories, and evidence of damage, overheating or unsafe alteration. It does not cover appliances, those are dealt with by PAT testing.

C1 means danger present and is made safe on the day. C2 means potentially dangerous and requires urgent remedial work. FI means further investigation is required. Any of those three makes the report unsatisfactory. C3 is an improvement recommendation and does not.

  • Most common C2 in local rentals: no RCD protection on socket circuits
  • Absent, undersized or disconnected main protective bonding to gas and water
  • Damaged accessories with accessible live parts, often in kitchens and gardens
  • Lighting circuits with no circuit protective conductor in older properties
  • Unsafe DIY alterations by previous occupiers or tenants

Single lets, HMOs and blocks

A single let is a straightforward full inspection of one installation. An HMO adds communal areas, additional circuits, emergency lighting and fire alarm interfaces depending on the property, and usually takes longer.

For flats within a block, the report covers the demised installation from the flat's own board; communal risers, landlord supplies and shared area lighting are the freeholder's responsibility and are inspected separately. We can do both where you own or manage the block.

Timescales, access and power interruption

Testing requires access to the consumer unit, every room and the loft, and the power will be off for periods during the visit. Tenants should be told in advance, we do that as part of arranging access.

Most single-let inspections take a few hours. If a tenant refuses or repeatedly misses access, we report back so you can address it in good time rather than at the deadline.

After an unsatisfactory result

You generally have 28 days from the report to complete the required remedial work and obtain written confirmation that it has been done. Our remedial quotes list the C1, C2 and FI items separately from any C3 improvements so you can see exactly what is compulsory.

On completion you receive certification for the remedial work and written confirmation that the coded items have been addressed, which is what the local authority or your agent will want to see.
